Abstract: Pragmatic competence and organizational competence are the two components of language competence. The persistent question posed to language teachers is how to evaluate subjectively and precisely components of language competence, especially pragmatic competence via speaking tests? This articles suggests structuresof speaking tests, management procedures and rating scales applicable for each level of students’ language proficiency, which are intended to test students’ pragmatic competence as well as organizational competence. However, the subjectivity and fairness in rating speaking skill can only be ensured by rating scales with specific descriptors and by raters’ thorough understanding of the rating scales.
