Abstract: This study aimed to assess vvillingness of HIV/AIDS patients to pay and analysis budget impact of scaling up SHI coverage for HIV/AIDS in Vietnam; Methods: A cross- sectional study using contingent valuation methods, a total of 1132 patients from 8 hospitals 17and health centers in Hanoi and Nam Dinh were included. Maximum willingness to pay for the test was estimated using point and interval data models; Results: Of 1232 patients, 93% were xvilling to pay for SHI. The mean estimated vvillingness to pay was 74.000 VND/month (95% CI: 71.000- 78.000 vnđ). From 2013 to 2020, Innovative resource from SHI fund would be 1.75 - 3.25 trillion dong/year ứiat accounted for 48%- 60% total cost of HIV program, if SHI package included 80% cost of ART drugs and HIV/AIDS related diseases and SHI premium at 50.000 VND/montíis that would be covered 70% HIV/AIDS; Conclusions: The majority oípatients with HIV/ALDS are willing to pay for SHI and scaling up SHI coverage for HIV/AIDS care and treatmentvvould be a feasibiiity and neccessary strategy tovvard universal Health Insurance in 2020 and sustainability of HIV/AIDS programs
