  • The economic damage caused by floods in the Red River Delta from 1976 to 2003 has been estimated at 3.5 billion USD. Major problems exist with the overall system of flood control in the RRD as a whole, and climate change is likely to increase these problems. Recent research shows clearly that institutions have a large role to play in understanding where vulnerability to climate change might be high, and how adaptation can happen.   • This study was part of the EEPSEA Cross-country Project on Adaptation Behavior in Response to Extreme Climate Events in Southeast Asia and China which was conducted over five countries: Vietnam, Indonesia, Philippines, Thailand and China in 2009. Conducted in Vietnam’s Red River Delta (Chuong My District), the study focused on past extreme typhoons and the adaptation measures taken by the various sectors with a view to accurately assess the adaptive capacity of communities and make recommendations to increase community resilience to climate change.
