Hai Phong, a coastal city in the Vietnam Red River Delta, is considered as one of the 10 most threatened cities by climate change in the world. This paper presents the impacts of climate change related to hazards and adaptation capacity of local communities of the An Duong district, Hai Phong city. The study deals with applying a combination of Delphi technique and the PSR (Pressure- State - Response) framework. The research established 18 questions and 18 statements were listed, indicating the PSR components.
