The economic damage caused by floods in the Red River Delta from 1976 to 2003 has been estimated at 3.5 billion USD. Major problems exist with the overall system of flood control in the RRD as a whole, and climate change is likely to increase these problems. Recent research shows clearly that institutions have a large role to play in understanding where vulnerability to climate change might be high, and how adaptation can happen.
