In this paper, we therefore propose to study the HRM models and their practices in Vietnamese public universities. The HRM challenges the public universities are facing are also pointed out in this paper. Last but not least, we raise some discussion questions relating to the choice of HRM models and the necessary policies to support public universities.

The article aims to show the origins and definitions of smart school today. Through interview method, case studies, surveys, this re-search have initially identified the current state of smart schools in some schools in Vietnam based on a case study in Dong Trieu town, Quang Ninh province of Vietnam. Based on the delineation of development of smart school elements, the article proposes directions for smart school develop-ment in line with the current practice of education and conditions of Viet-namese schools.
