The State as a special subject in a relationship with individuals and organizations may in some cases cause damage through the violation of the state officials, who act on behalf of the State. Therefore, in order to protect the rights of individuals and/or organizations on the one hand, and
to ensure the stability of public activities and to encourage state officials to exercise their powers lawfully on the other hand, the Law on State compensation was promulgated in 2009 and amended in 2017.
