This study aims to focus on assessing the suitability, feasibility and necessity of localizing the CEFR Spoken Production and Spoken Interaction Descriptors according to the CEFR framework to suit the Vietnamese context. Moreover, the study also collects some suggestions from teachers to adapt the specification to Vietnamese people. The specification framework of the language proficiency test in Vietnam will then have many changes. Both quantitative and qualitative methods are used to analyze the collected data. The author uses questionnaires and interviews as data collection tools for the study. The results of the survey and the interview questions indicate that there are still some shortcomings in the specification framework for the speaking test in Vietnam that need to be addressed. Some recommendations for changing the specification system are made in light of the research findings. In terms of teaching and certification of English language, this research is anticipated to have effects on both teachers and students.
